Vito, Joe and Henry borrow $35000 off a loan shark named Bruno Levine, who wants $55000 in return. The trio meet with Mr. Wong, an enforcer for the Triads operating in Empire Bay's Chinatown, in order to use the money to make a large transaction of heroin, which they believe will sell for a tidy profit. Everything goes smoothly with the Triads, but when Vito, Joe and Henry are walking out some police stop them. Henry notices that they aren't real cops and a shootout erupts with the trio being chased by the fake cops and an unknown group of gangsters. After the shootout, there is a cutscene that shows Vito, Joe, and Henry selling the drugs to various street dealers in the city.
