Dr. Harleen Francis Quinzel has gone legally insane and has sprung pretty much every other member of Batman's Rogues Gallery including The Joker, Then the two went on a psychotic RAMPAGE through Arkham Asylum, ultimately blowing it up. They implanted explosives into the criminals to make them work for The Joker in his bid to wipe out Two-Face, Penguin, and anyone else who gets in his way!
