But what was behind the eruption of rioting? Answer: On Aug. 4, 2011, Mark Duggan, a 29-year-old resident of London's Tottenham neighborhood, was stopped by Metropolitan Police as part of a gun crime investigation while he was riding in a cab. The father of three has been described as a gang founder and a crack cocaine dealer, though his family disputes that, and was carrying a loaded gun when he was stopped by the special police unit. An investigation revealed that he did not fire at officers, but two bullets were fired from the police guns. One struck Duggan in the bicep and another hit his chest, killing him. Two days later, Duggan's family and about 100 north London residents protested outside the Tottenham police station, complaining that the Independent Police Complaints Commission was not communicating with them about the probe into Duggan's death (the initial findings were released Aug. 9).
