Why open the door to problems?

Please help me get my head around what I read in The Sun recently: Attorney General Martha Coakley, in anticipation of our new revenue stream through expanded gambling, is filing new legislation to bring the state's "wiretapping, money laundering and organized crime statues" up to date.
