Ottawa introduces legislation to crack down on vehicle theft

MONTREAL - The best way to fight gangs and organized crime is to disrupt the criminal enterprises they depend on, Justice Minister Rob Nicholson said Tuesday as his government introduced legislation to crack down on the $1-billion-a-year auto-theft industry.
