Given that "Thought for the Day" and the USAID "Afghanistan's Agenda for
Action" (AAFA), there is the "Question of the Day":  What industry(ies)
will employ the most amount of Afghan people in the workforce the
quickest?  Suggested answer: COTTON, CASHMERE and ANIMAL SKINS. (See
AAFA at Page 95)

 Please NOTE at AAFA Page 95:

       1.) At present in Afghanistan, there are no tanneries, even
though 10,000 animal skins are available each day;

       2.) Afghanistan is the third largest producer of cashmere, but
it is not processed in country;

       3.) Afghanistan produces 13,000 tons of cotton lint, going to
Pakistan, when once 45,000 tons were produced.


 So, what FRAGO needs to be written to get the above industries
actioned?  Suggested answer: Creation of Industrial Agri-business
Protected Enclaves, either at the site of the new industrial parks or as
stand-alone areas if necessary, due to the prior existence of a major
factory (e.g. around Gulbahar Spinning and Weaving, Spinzar Ginning and
Oil Processing, Bost Ginnery, Kandahar Spinning & Weaving).  (See AAFA
at 95; its USAID's suggested answer.)
